2023 Mrs. Fumei Wu Scholarship-winning Team's International Participation and Activism

The 2023 Mrs. Fumei Wu Scholarship-winning team from National Dong Hwa University's(NDHU)Center for International Indigenous Affairs(CIIA)participated in the World Indigenous Nations Higher Education Consortium(WINHEC)Annual Conference held in Fairbanks, Alaska, USA, from July 17th to 20th. The team consisted of Mulas Ismahasan Islituan(Bunun), who is pursuing a Ph.D. in Ethnic Relations and Cultures at NDHU, Away Maya Titiyon(SaySiyat), who will soon be attending NDHU's Ethnic Relations and Cultures program after graduating from New Taipei Municipal Jin-Shan High School, Temi Pihu(Seediq), who is currently enrolled in the Indigenous Cultural Studies Master's program at Providence University, and Sakalatamdaw a Picodadan immersive education team member Siuk Saliyud(Amis), who also a very dedicated tribal-community elementary school teacher.

The team was led by Dr. Jolan Hsieh(Bavaragh Dagalomai, Siraya), who is also the director of the Center for International Indigenous Affairs at NDHU. The team consisted of six members from different Indigenous nations, fields, and age groups. Apart from the 2023 Mrs. Fumei Wu Scholarship awardees, the team also included Dr. Ciwas Pawan(Seediq), an assistant researcher from the National Academy of Educational Research, forming an outstanding female team representing Taiwan of Indigenous at this year's WINHEC annual meeting.

During the conference, the Taiwan team, led by Professor Bavaragh Dagalomai, presented the national report. Apart from the general national progress report, Away Maya Titiyon introduced the cultural curriculum of Jinshan High School's Indigenous Performing Arts Class, Ifuk Saliyud presented the vision of Sakalatamdaw a Picodadan immersive education for the Amis peoples, and Mulas Ismahasan Islituan provided a key analysis of the Indigenous nation's higher education stage. Additionally, Ciwas Pawan and Temi Pihu presented the collaboration between the Assembly of Seediq Nation and Providence University, emphasizing the integration of Seediq Indigenous knowledge systems with contemporary issues through culturally transmitted courses, taught by wise elder instructors from the Seediq Nation.

It is worth noting that WINHEC emphasizes that Indigenous education is a holistic system, and the participation of all age groups is essential, particularly encouraging the involvement of both youth and elders. Team member Mulas Ismahasan Islituan stated, "Taiwan's Indigenous movement has aligned with the global Indigenous rights movement and the Fourth World movement." Away Maya Titiyon expressed her fulfillment in fully participating in the WINHEC Global Indigenous Youth Alliance(WIYA), engaging in dialogues and sharing experiences with indigenous youth from around the world and participating in community activities, saying it was "the best international Indigenous curriculum and learning experience."

Dr. Jolan Hsieh, who has been devoted to international Indigenous exchanges and academic cooperation, stressed the importance of sustained involvement in international affairs while incorporating Taiwan's Indigenous consciousness and values to foster effective multidimensional cooperation and profound exchanges with the international community. International participation requires not only proficiency in international languages and one's own culture but also financial support. Therefore, Dr. Hsieh extended her gratitude to all the public and private sectors and individuals who have long supported the Center for International Indigenous Affairs, including the Council of Indigenous Peoples, Taiwan Foundation for Democracy, and the donor of Mrs. Fumei Wu Scholarship. She also called on more public and private sectors or individuals to recognize the significance of Indigenous international affairs participation and provide stable financial support to nurture outstanding talents in Indigenous international affairs, contributing to Taiwan's active involvement and contributions in the international society.

During this year's WINHEC conference, new co-chairs were elected: Dr. Sean Asikluk Topkok(Alaska Inupiaq and Sami), a professor and director of the Cross-Cultural Center at the University of Alaska - Fairbanks, and Dr. Roxanne DeLille, the Dean of Indigenous and Academic Affairs at the Fond du Lac Tribal and Community College in Minnesota, USA. The executive team was also formed, and it was confirmed that next year's WINHEC annual conference would take place in Hawaii, and all attendees are looking forward to meeting again at next year's conference.
